Amazon inbound compliance refers to the specific policies and practical steps sellers must follow when preparing, documenting, and shipping inventory to Amazon fulfillment centers (FBA). Compliance covers everything from how units are labeled, boxed, and palletized to documentation, hazardous materials handling, and required preps like poly-bagging or bubble wrap. Adhering to these rules reduces receiving delays, avoids removal/reprep fees, and helps maintain selling eligibility and customer satisfaction.


Why inbound compliance matters


A single mislabeled box or missing prep can cause a shipment to be refused, inspected, or reworked at Amazon’s expense — and that rework often carries a fee that reduces profit. Noncompliance also increases lead time from shipment creation to being available for sale, which can cause stockouts, lost Buy Box opportunities, and poor customer experience. Compliance keeps costs predictable, improves inventory velocity, and helps you scale selling on Amazon.


Beginner’s step-by-step checklist (what to do, in order)


  1. Create the shipment in Seller Central correctly: Start every inbound by creating a shipment plan in Seller Central or via API. Confirm the correct marketplace, SKU mapping, quantities, and whether Amazon assigns multiple warehouse destinations. Use the recommended ship-from address and carrier options.
  2. Confirm product classification and requirements: Check each SKU for special handling rules: expiration date tracking, adult-only, batteries, hazardous materials (hazmat), apparel with hangers, or oversize items. Use Amazon’s product compliance tools and the FBA Packaging and Prep requirements guide.
  3. Choose the right packaging type: Determine whether the product is individual-sellable, case-packed (all units same SKU), or a mixed carton. Ensure inner packaging protects the unit and that carton strength meets dimensional/weight limits.
  4. Apply correct barcodes and labeling: Affix FNSKU labels to units that will be commingled or require unique identification. For manufacturer barcodes (UPC/EAN) used in stickerless commingling, ensure GS1 standards are met. Place labels on a flat, scannable surface and avoid seams or edges.
  5. Complete required prep: Follow Amazon’s prep requirements — poly-bagging, bubble wrap, taping, suffocation warnings, or box cushioning. For liquids or fragile goods, use secondary containment. For apparel, ensure tamper-evident poly bags with suffocation warning text and hole for ventilation as required.
  6. Pack cartons correctly: Fill voids, distribute weight evenly, avoid overstuffing, and do not mix compliance-required SKUs with incompatible items (e.g., hazmat and regular inventory). Use correct carton dimensions and list accurate weight and dimensions when creating the shipment.
  7. Packing lists and carton IDs: Include a packing list inside each carton when Amazon requires it. Print and attach Amazon’s carton labels (box-level FNSKU/SSCC labels) exactly as generated in Seller Central and ensure each label is fully visible and scannable.
  8. Palletization (when required): Palletize according to Amazon’s pallet requirements: use new or clean pallets, secure cartons with stretch wrap, follow pallet weight and dimension limits, and place heavier cartons at the base. Apply pallet labels as instructed and orient pallets to show fork entry sides if required.
  9. Arrange carrier and routing: Select Amazon-partnered carriers for discounted rates where appropriate, or use your carrier ensuring they meet Amazon routing requirements. Provide accurate shipping documents — BOLs, manifests, and any hazmat paperwork.
  10. Track and confirm delivery: Monitor the shipment for exceptions and confirm delivery in Seller Central. Address any receiving issues immediately (e.g., missing cartons, damaged goods) by opening a case with Amazon and providing photos and documents.


Special product considerations


  • Hazardous materials & batteries: Lithium batteries and other dangerous goods have strict packing, labeling, and documentation rules plus carrier restrictions. Noncompliant shipments will be rejected and can result in account suspension.
  • Expiration-dated products: Include expiration dates in the correct format and follow FIFO/FEFO labeling requirements. Amazon may reject expired or near-expiry inventory.
  • Apparel & footwear: Follow hang/tie/hanger rules, use suffocation warning labels, and ensure size/color labels are visible and consistent.

  • Maintain accurate inventory records and SKU mapping to avoid mismatches in quantity and barcode assignment.
  • When scaling, use an approved 3PL that understands Amazon inbound rules or opt for Amazon’s Partnered Carrier options to reduce routing errors.
