CPSR vs Product Information File (PIF): Key Differences for EU Compliance

Cosmetic Product Safety Report (CPSR)

Definition

A safety assessment document required as part of the EU cosmetic product safety documentation.

Overview

Cosmetic Product Safety Report (CPSR) A safety assessment document required as part of the EU cosmetic product safety documentation. The CPSR and the Product Information File (PIF) are related but distinct compliance items: the CPSR is the scientific safety judgment while the PIF is the complete technical and administrative dossier kept by the Responsible Person in the EU.

Understanding how the CPSR and PIF interact is crucial for manufacturers, brand owners and importers. Market surveillance will request the PIF, which must include the CPSR. Confusing the two or failing to provide a complete CPSR inside the PIF is a common inspection failure and can trigger corrective actions or market withdrawal.

What The PIF Contains

The PIF is the full regulatory package demonstrating compliance with Regulation (EC) No 1223/2009. It typically contains administrative data (Responsible Person contact and address), product description and label copies, manufacturing method overview, batch records, stability data, proof of claims, and the CPSR. The PIF must be kept for 10 years after the last batch is placed on the market.

  • Administrative Data: Responsible Person name, EU contact, and address.
  • Labeling: Label text, warnings and ingredient declaration.
  • Manufacturing: Short description of production method and GMP compliance.
  • Stability and Microbiology: Data supporting shelf life and preservative efficacy.
  • Safety Dossier: The CPSR signed by a qualified safety assessor.

What The CPSR Specifically Adds

The CPSR provides the scientific rationale showing the product is safe for its intended use. It evaluates ingredient toxicology, exposure estimates, interactions, and any relevant impurities or contaminants. The safety assessor calculates a margin of safety and provides a clear conclusion signed and dated. The CPSR must reference data sources and demonstrate how uncertainties are handled.

Responsibilities And Accountability

The Responsible Person (RP) — the EU-based legal or natural person responsible for placing the product on the EU market — must ensure the PIF is complete and accessible. However, the CPSR itself must be drafted or validated by a qualified safety assessor. The RP may contract an external assessor but remains responsible for ensuring the CPSR is present and scientifically defensible.

How They Are Used During Market Surveillance

Inspectors typically request the PIF during a check. They will review the CPSR inside the PIF to confirm the safety assessment matches product description and labeling. Discrepancies (e.g., label claims inconsistent with exposure assumptions) can lead to non-compliance findings, requiring corrective actions or product removal.

Practical Differences In Preparation

  • Scope: PIF is broad and administrative; CPSR is technical and scientific.
  • Authorship: PIF is compiled by the Responsible Person or manufacturer; the CPSR is authored or signed by a qualified safety assessor.
  • Retention: Both must be retained, but the PIF is the primary dossier requested by authorities.

Example Scenario

A contract manufacturer prepares a PIF to hand over to the brand's EU Responsible Person. The PIF contains batch records and stability data, plus a CPSR provided by the brand's contracted toxicologist. Market surveillance compares the CPSR exposure assumptions against the product labeling; the inspector finds higher recommended usage on the label than the CPSR assumed, leading to a requirement to revise the CPSR or adjust labeling.

In short, the Cosmetic Product Safety Report (CPSR) is the scientific safety assessment housed within the Product Information File (PIF). Both are required; the CPSR provides the toxicological justification — the PIF is the complete compliance dossier authorities will review.
