Measuring SLA performance requires consistent data sources, clearly defined KPIs, and agreed reporting windows. Enforcement needs transparent thresholds, documented incidents, and a dispute-resolution process. Without these, SLAs are aspirational rather than actionable.


Core KPIs To Monitor


Pick a concise KPI set to focus improvement efforts and simplify monthly reporting.

  • On‑Time Delivery Rate: Percentage of deliveries completed within the SLA window. This is the primary indicator of transit performance.
  • First‑Attempt Success: Percentage delivered on the first attempted delivery. High values reduce costs and customer friction.
  • Claims Per Thousand (CPT): Number of loss/damage claims per 1,000 shipments—useful for quality and handling performance.
  • POD Availability Rate: Percentage of deliveries with accepted proof stored and accessible within the agreed timeframe.
  • Customer Complaints: Volume and severity of complaints tied to delivery experience, categorized by root cause.


Proof Of Delivery Methods And Standards


Specify acceptable POD formats and retention policies. POD is both evidence for enforcement and input for claims analysis.

  • Electronic Signature: Timestamped signature captured via mobile device with geolocation.
  • Photo Evidence: High-resolution image of parcel at drop location with readable timestamp.
  • Barcode/Scan Logs: Scans at pickup, hubs, and final delivery with system-of-record timestamps.
  • Retention: POD records must be retained for a contractually specified period (commonly 90–365 days).


Penalty Structures And Service Credits


Penalties should be proportionate, measurable, and easy to calculate from system data.

  • Per‑Incident Credit: Fixed fee or percentage credit for each missed delivery window beyond tolerance.
  • Threshold Escalation: If monthly performance drops below a threshold (e.g., 95% on-time), escalate to increasingly punitive credits or require corrective action plans.
  • Exclusions: Clearly list excluded causes (force majeure, customs delay) to avoid unfair penalties.


Monitoring Tools And Data Ownership


Agree on authoritative data sources and analytics. Common tools include carrier TMS, shipper WMS, and third-party visibility platforms. Define who provides regular reports and the format (CSV, dashboard). Implement automated alerts for SLA breaches to enable rapid remediation.


Dispute Resolution And Evidence Packages


Disputes are inevitable. Create a short, enforceable process that requires a standard evidence package for claims and counters.

  • Submission Timeline: Claims must be filed within an agreed number of days after delivery.
  • Evidence Required: POD, tracking logs, photos, driver notes, and any customer communications.
  • Review Process: Time-bound review with an independent escalation path if parties disagree.


Tips To Reduce SLA Breaches


  • Root‑Cause Analysis: Run RCA on each breach and track remediation items to closure.
  • Operational Automation: Convert SLA rules into TMS/WMS automation for routing, appointment booking, and notifications.
  • Performance Reviews: Hold monthly scorecard reviews and quarterly business reviews focused on systemic improvements.
  • Data Hygiene: Ensure timestamps, location, and POD metadata are consistent across systems before using them for enforcement.


In short, the Delivery SLA must be backed by clear KPIs, authoritative POD standards, agreed reporting, and a fair penalty/dispute resolution framework. Measurement and enforcement make SLAs operational — enabling predictable delivery performance and stronger commercial relationships.
