How Carriers Assign and Manage PRO Numbers: Workflow, Systems, and Exceptions
PRO Number
Definition
A PRO number is a carrier-assigned unique identifier used to track and manage freight shipments, especially in less-than-truckload (LTL) transport. It appears on the bill of lading and shipping documents and is used for tracking, routing, and billing throughout the shipment lifecycle.
Overview
PRO Number A carrier-assigned freight tracking number commonly used to identify an LTL shipment. Carriers generate and manage PRO numbers inside their terminal, TMS, and billing systems as the primary operational key for routing, scan histories, and invoicing. Understanding assignment logic and lifecycle helps shippers, brokers, and terminal teams reconcile records faster and reduce exceptions.
Where The PRO Is Created In The Workflow
PRO numbers are typically created at one of three moments: during electronic tender acceptance, at the first-terminal entry, or at pickup confirmation. If a broker or shipper tenders through EDI/API and the carrier auto-accepts, the carrier’s system will often return a PRO as the acceptance identifier. If tender is made by phone or a third-party portal, drivers or terminal clerks may assign the PRO at the dock when they receive the pallet and record weight and class.
Systems That Store And Propagate The PRO
Modern carriers use a Transportation Management System (TMS) and Terminal Operating System (TOS) to manage PROs. Those systems feed EDI transactions (e.g., 204 tender, 214 status, 210 invoice) and carrier APIs. When a PRO is issued it becomes the primary search key for scan events, weight attestations, and invoice line items. For carriers with legacy systems, the PRO may be a simple numeric sequence stored in a terminal database and printed on the BOL and shipping label.
Common PRO Number Formats And Conventions
There is no universal format. Some carriers use purely numeric sequences (6–10 digits), others prepend characters to indicate terminal or year, and a few embed check digits. Because formats vary, systems should accept alphanumeric PRO fields and avoid assumptions about length. In cross-carrier exchanges, always pass the carrier SCAC or name with the PRO to avoid collisions where two carriers issue identical numeric PROs.
Exceptions And Reassignments
Exceptions occur when a shipment is split, co-loaded, or reconsigned. Carriers may generate a new PRO for a split piece or retain the original PRO with piece-level suffixes. Reconsignment often triggers issuance of a new PRO to reflect the new routing. For claims or billing reconciliation, carriers should document the chain of custody so every PRO’s relationship to the original tender is traceable.
Integration Points: EDI, APIs, And Portals
- EDI: The PRO is commonly exchanged in EDI 214 (status) and 210 (invoice) transactions; mapping discrepancies cause operational delays.
- APIs: Carrier APIs will often return the PRO on successful tender or as part of tracking responses—integrate it into your TMS to auto-match shipments.
- Portals: Carriers’ shippers portals display PROs on load confirmations and shipment history pages; ensure naming conventions match your internal references.
Operational Controls And Best Practices
Carriers should enforce validation rules when assigning PROs: block duplicate numbers at the terminal level, log assignment timestamp and user, and link PROs to the originating tender and BOL. Shippers and brokers should capture the carrier-assigned PRO at acceptance and record it in their TMS to create a single source of truth for status updates and invoicing. If you run automated matching, include a small fuzzy-match window to handle leading zeros or terminal suffixes.
Handling Disputes And Audits
During audits or claims, request the full PRO history: initial assignment event with timestamp, scan trail across terminals, any PRO reassignments, and the invoiced PRO on the final 210. Carriers should supply a trace that shows terminal weights and scan confirmations tied to the PRO; this evidence expedites short/damaged claims and freight charge disputes.
Tips For Implementation
- Automate Capture: Accept the carrier’s PRO via EDI/API at tender and store it against the shipment record immediately.
- Normalize Fields: Strip cosmetic formatting in your TMS (spaces, dashes) but store the original value for audit trails.
- Map Carrier IDs: Always pair the PRO with the carrier SCAC or account ID for multi-carrier environments.
In short, the PRO Number is a carrier-issued operational identifier created and managed in carrier TMS/TOS environments to route, scan, and invoice LTL freight. Clear assignment practices, consistent system integrations, and rigorous audit trails reduce exceptions and speed claims resolution.
