How Merchants Should Respond When A Dispute Is Under Review
Dispute Under Review
Definition
A status indicating that submitted evidence is being evaluated by the issuer, network, or payment provider.
Overview
Dispute Under Review A status indicating that submitted evidence is being evaluated by the issuer, network, or payment provider.
When a chargeback or card dispute reaches the Dispute Under Review phase, the merchant's response strategy can determine whether funds are recovered or lost. This article focuses on what merchants — including ecommerce sellers, warehouses, and 3PLs — should do immediately and during the review to present the strongest possible case to the issuer, network, or processor reviewer.
Immediate Actions On Notification
Time is critical. Dispute windows are short and networks expect structured evidence. Start with these steps:
- Label:Read The Reason Code Carefully: The card network reason code dictates required evidence (proof of delivery, proof of refund, proof of attempted cancellation).
- Label:Lock Down Documentation: Pull order records, fulfillment logs, carrier tracking, signed PODs, customer correspondence, refund records, and any fraud-monitoring data.
- Label:Contact Your Processor: Ask whether a pre-arbitration or pre-review consultation is available to improve submission format.
Packaging Evidence For Review
Issuers and networks evaluate clarity and relevance. Pack evidence so a reviewer can decide quickly:
- Label:Executive Summary: One-page timeline: order placed, shipped, delivered/returned, communications, refunds.
- Label:Indexed Attachments: Name files clearly (Order_12345_Tracking.pdf) and attach in the order referenced by your summary.
- Label:Highlight Key Items: Call out recipient name matches, signed receipts, or tracking anomalies with brief notes.
Coordination With Fulfillment And 3PLs
Warehouse and fulfillment evidence is often decisive. Ask your operations partners for:
- Label:Pick/Pack Logs: Time-stamped records showing who picked and packed the SKU.
- Label:POD/Carrier Proofs: Carrier delivery confirmations, GPS timestamping, or photo evidence from delivery drivers.
- Label:Return Processing Notes: Condition reports and receipt timestamps when items return to the warehouse.
Communications And Customer Evidence
Include relevant customer service interactions: chat transcripts, email correspondence, cancellation attempts, and any disputes opened by the customer. If the merchant has offered a refund, show transaction and refund timestamps—networks often favor merchants who issued refunds before a dispute was filed.
Expect Timelines And Follow Up
While in review, updates can take days to weeks. Best practices:
- Label:Monitor The Portal Daily: New evidence requests or status changes appear quickly in acquirer/processor dashboards.
- Label:Be Ready To Escalate: If initial review denies your evidence, ask the acquirer about representment and arbitration windows.
- Label:Document Everything: Maintain an audit trail of what you submitted and when for future escalations.
Operational Improvements To Reduce Future Reviews
Use dispute reviews as feedback. Common changes merchants make:
- Label:Improve Delivery Verification: Add signature confirmation or photo proof for high-value SKUs.
- Label:Clarify Product Descriptions: Reduce 'item not as described' disputes by better images and specs.
- Label:Standardize Evidence Packaging: Keep a dispute template to speed future responses and match network expectations.
In short, the Dispute Under Review status means evidence is being evaluated by the issuer, network, or payment provider; merchants should act quickly to collect structured, indexed evidence, coordinate with fulfillment partners, and maintain daily monitoring of the dispute portal to maximize chances of a favorable outcome.
