Definition

Overview

Individual Taxpayer Identification Number (ITIN) An IRS tax-processing number issued to certain individuals who need a U.S. taxpayer identification number but are not eligible for an SSN.

Applying for an ITIN requires submitting Form W-7 to the IRS along with required identity and foreign status documentation and, typically, a federal tax return. There are limited exceptions to the tax return requirement. Understanding the correct submission channels, acceptable documents, processing timelines, and renewal rules reduces application delays—important for payroll, accounting, and compliance teams that depend on timely taxpayer identifiers for reporting.

What To Include With Form W-7

  • Form W-7: Completed, signed application form indicating the reason for needing an ITIN (for example, filing a federal tax return or being claimed as a dependent).
  • Federal Tax Return: Generally, attach the tax return for which the ITIN is required unless you qualify for an exception (e.g., certain treaty benefits or third‑party filing circumstances).
  • Supporting Documents: Original documents or certified copies proving identity and foreign status, such as a passport (preferred), national ID, or birth certificate, following IRS instructions.

Where And How To Submit

Applicants can submit Form W-7 and supporting documents by mail to the IRS ITIN Operations, through an IRS‑authorized Acceptance Agent, or in person at certain IRS Taxpayer Assistance Centers. Acceptance Agents can verify and certify documents so the applicant need not mail originals to the IRS—useful when organizations need to avoid sending sensitive documents across borders. Businesses working with foreign contractors can direct them to acceptance agents to speed certification.

Typical Timeline And Processing Considerations

Processing times vary by season and completeness. Expect several weeks to several months for standard processing; peak filing season can extend delays. If documents are incomplete or incompatible with IRS requirements, the IRS will return the application or request more information. Maintain communication with contractors or payees so they can respond quickly to any IRS inquiries; delayed ITINs can delay refunds or the issuance of correct information returns.

Renewals And Expiration Rules

Certain ITINs issued under older rules expire and require renewal before filing tax returns. If a payee’s ITIN is expired and they file a return, the refund could be delayed and certain credits denied. Companies that handle many foreign payees should track ITIN expiration cycles and notify affected contractors or dependents to renew in advance of filing deadlines.

Practical Checklist For Businesses

  • Onboard Verification: Request W-7 documentation early in vendor onboarding and offer information about acceptance agents to simplify certification.
  • System Flags: Tag vendor records that require ITINs and monitor for renewal or IRS notices.
  • Record Retention: Keep copies of the W-7 and acceptance agent certifications to demonstrate compliance if the IRS requests support for a payee’s taxpayer ID.

Common Pitfalls And How To Avoid Them

Common mistakes include submitting photocopies instead of originals or certified copies, missing the required tax return attachment, or misclassifying an ITIN holder as authorized to work. Use an IRS acceptance agent if originals are an issue. Train payroll and AP staff to recognize W-7 requirements and to separate ITIN workflows from SSN payroll processes.

In short, the Individual Taxpayer Identification Number (ITIN) is obtained by filing Form W-7 with supporting identity and foreign status documents—most often accompanied by a federal tax return. Using acceptance agents, tracking expirations, and standardizing vendor onboarding will reduce application delays and keep business tax reporting accurate.
