Start by validating shipment data in your ERP/WMS before you generate a tender. Basic errors—incorrect addresses, missing weights, or unspecified equipment—are the most frequent reasons carriers decline a tender. Integrating validation rules into the TMS or WMS ensures that only complete tenders are issued and lowers the manual labor needed to correct exceptions after carrier selection.


Step 1: Prepare Complete Shipment Data


  • Addresses And Appointments: Full pickup and delivery addresses with contact names and appointment windows.
  • Commodity Details: Accurate descriptions, NMFC or HTS codes as applicable, commodity class for LTL, and declared value if higher liability is requested.
  • Weights And Dimensions: Verified pallet counts, per-piece weights and dimensions, and total shipment weight and cube.
  • Equipment And Service Needs: Truck type, temperature control, liftgate, pallet jack, hazmat certifications.


Step 2: Select Carriers And Rate Terms


Decide whether this tender will be sent to a single carrier (direct tender), a carrier panel, or a marketplace. For contracted lanes, include the agreed rate code and reference to the master contract. For spot tenders, include the proposed linehaul and detail how fuel surcharge and accessorials will be calculated. Always be explicit about payment terms (Net 30, Net 45) and invoice routing.


Step 3: Choose Transmission Method


  • EDI 204: Standard transaction set for motor carrier load tender in North America—preferred for automated, high-volume workflows.
  • API: Modern TMS-to-carrier APIs allow real-time checks for capacity and instant accept/decline responses.
  • Portal/Email: Manual portals and email are common for low-volume or ad-hoc tenders but require follow-up confirmation practices.


Step 4: Require Explicit Acceptance And Confirmation


Where possible, require an explicit carrier acceptance message before committing resources (driver assignment, material handling scheduling). Electronic confirmations produce an auditable record; if only verbal confirmation is available, follow up with written confirmation and capture the dispatcher’s name and timestamp.


Common EDI 204 Considerations


EDI 204 supports the key tender elements and is the industry standard for motor carriers. When implementing 204s, ensure your EDI map includes commercial terms, contact information, equipment requirements, and accessorial codes. Maintain testing with each carrier’s trading partner environment and codify expected responses such as the EDI 990 (response to a load tender) or carrier-specific acceptance messages.


Validation Rules And Automation


Implement pre-send validation rules: mandatory fields, address geocoding, maximum weight per vehicle, and dimensional checks. Automate fallback workflows—if a carrier declines, have the TMS reroute the tender to the next preferred carrier with all validated fields intact. Use automated notifications for acceptance, pickup, and delivery to tie tender status to carrier performance metrics.


KPIs And Monitoring

Common corrective actions include adjusting the equipment type, splitting a multi-pallet shipment into smaller pieces, or improving appointment windows. Maintain a documented escalation path to operations or sales when re-pricing or contract overrides are required.


In short, the Load Tender should be created from verified shipment data, transmitted via automated channels when possible (EDI/API), and paired with a clear acceptance/confirmation workflow.
