Unauthorized Carrier

Definition

A carrier used without authorization under the retailer's routing requirements.

Overview

Unauthorized Carrier — a carrier used without authorization under the retailer's routing requirements. Preventing unauthorized carriers is a practical, process-driven task that spans purchasing, transportation planning, and execution systems.

Prevention focuses on three pillars: clear routing rules and communication, strong carrier onboarding and capacity planning, and operational enforcement with measurable feedback loops. Effective programs close the gaps that permit last‑minute substitutions and rogue bookings.

Designing A Clear Routing Guide

A routing guide must be precise and easy to follow. Ambiguity creates exceptions and increases the chance suppliers will use unauthorized carriers. Key elements include:

  • Carrier Lists By Lane: Publish carrier names and SCACs for each origin–destination pair to avoid mapping errors.
  • Substitution Rules: Define emergency substitution workflows and required approvals, including time limits and notification channels.
  • Documentation Requirements: Specify which data fields on the BOL and ASN must match the routing guide (e.g., SCAC, PRO number, and carrier name).

Carrier Onboarding And Qualification

Only carriers that meet minimum safety and service standards should be on the roster. Onboarding steps commonly include a safety score review (CSA), insurance verification, and EDI or portal connectivity. For local or last‑mile partners, consider tiered qualification with expedited onboarding for high-frequency lanes.

  • Safety And Insurance Checks: Verify FMCSA profiles and required insurance limits before approval.
  • Technology Capability: Confirm EDI/portal access for ASNs, tracking, and appointment scheduling.
  • Performance SLAs: Set basic KPIs (on‑time pickup, on‑time delivery, claims rate) and review quarterly.

Processes And Systems That Prevent Errors

Operational controls reduce manual errors and accidental use of unauthorized carriers. Typical controls include TMS validation rules, EDI matching logic, and pre-shipment checks by the shipper or 3PL.

  • TMS Validations: Prevent shipment tender if the selected carrier is not allowed for the PO or lane.
  • EDI Reconciliation: Automate cross-checks between EDI 204/214/856 messages and the routing guide to flag mismatches before pickup.
  • Approval Workflows: Implement digital approval steps for substitutions that log who authorized the change and why.

Audit, Chargebacks, And Continuous Improvement

Enforcement and feedback close the loop. Regular audits reveal root causes, and transparent chargeback procedures motivate compliance while allowing dispute resolution when substitutions are justified.

  • Regular Carrier Audits: Sample ASNs and BOLs to verify the carrier on record matches the actual mover.
  • Chargeback Transparency: Publish penalty schedules and dispute rules so suppliers understand consequences and remediation steps.
  • Root Cause Analysis: For recurring offenses perform a cross-functional RCA (procurement, operations, carrier) and update routing guides or onboarding procedures accordingly.

Practical Checklist For Warehouse And 3PL Staff

On the dock and in the TMS, staff actions prevent and contain unauthorized carrier events:

  • Verify Carrier ID: Check SCAC and carrier name on the truck against the PO and ASN at gate entry.
  • Hold Non‑matching Loads: When records don’t match, follow the documented exception path instead of accepting the delivery unconditionally.
  • Record Evidence: Capture photos of BOL, truck number, and driver ID to support disputes or chargeback appeals.

In short, the Unauthorized Carrier problem is largely preventable. Clear routing guides, rigorous carrier qualification, automated validation in TMS/EDI, and consistent enforcement close the gaps that allow unauthorized movements to occur — lowering chargebacks, improving visibility, and protecting retail supply chain performance.
