BN15

Definition

A 15-character Canadian program account identifier consisting of a nine-digit Business Number, two-letter program code, and four-digit reference number.

Overview

BN15 is a 15-character Canadian program account identifier consisting of a nine-digit Business Number, two-letter program code, and four-digit reference number. U.S. importers, 3PLs, and customs brokers working with Canadian customers or suppliers will encounter BN15s on commercial invoices, customs paperwork, and remittance instructions; understanding when and how to use them prevents clearance delays and accounting errors.

When A BN15 Will Appear In Cross-Border Documents

Sellers, customers, and customs brokers often include the BN15 on commercial invoices, bills of lading, and customs declarations when the Canadian consignee or importer has a CRA program account relevant to the shipment (for example an import/export account or GST/HST account). Freight forwarders and customs brokers require accurate BN15s to match shipments to the importer’s CRA account and to process accounting documents correctly.

How U.S. Parties Should Capture And Verify BN15s

  • Collect From The Canadian Counterparty: Ask the Canadian importer or consignee to provide the full BN15 used for customs and tax purposes — do not rely on a nine-digit BN alone when customs entries expect a program account.
  • Validate Format: Check the BN15 format (nine digits + two letters + four digits) to catch obvious errors before submission.
  • Confirm Program Code: If the nature of the shipment implies a specific program (GST/HST, payroll is rare for shipments), confirm the program code with the importer to avoid using the wrong account suffix.

BN15 Usage In Customs Clearance

Customs brokers enter the BN15 on accounting and release documents to associate duties, taxes, and release processes with the importer’s account. If the BN15 is missing or incorrect, brokers may need to contact the importer for clarification, leading to delays or temporary release conditions. When an importer uses a duty deferment account or a particular CRA program account for import accounting, the correct BN15 is mandatory for billing and for CRA reconciliation.

Practical Workflow For 3PLs And Forwarders

  • Before Pickup: Require the consignee’s BN15 on the booking form and verify format programmatically.
  • At Documentation Stage: Place the BN15 on the commercial invoice’s importer section and on any customs release forms the broker submits.
  • Accounting Integration: Record BN15s in the ERP/WMS to tie duties and tax postings to the correct Canadian program account for invoicing and remittance.

Common Problems And How To Resolve Them

Problem: Supplier provides the nine-digit BN but not the BN15. Resolution: Request the full BN15 for customs and remittance purposes; enter the BN only where entity-level identification is acceptable.

Problem: BN15 on documentation fails validation at the broker. Resolution: Confirm the two-letter program code and extension with the importer and correct the document. Maintain a vendor master file with verified BN15s to avoid repeat issues.

Tips For System Design And Data Management

  • Field Separation: Store BN, program code, and extension in separate fields in databases to make validation, reporting, and lookups easier.
  • UI Controls: Use input masks and dropdowns for program codes to reduce free-text errors when users type BN15s.
  • Audit Trails: Log who supplied or changed BN15 values and when, because incorrect program accounts can create billing disputes or tax reconciliation issues.

In short, the BN15 is the full 15-character program account identifier U.S. importers, carriers, brokers, and 3PLs must use when Canadian customs, tax, or remittance processes require a program-level account. Collect the BN15 up front, validate format and program code, and store it in systems to avoid customs delays and accounting mismatches.
