Postponed Import VAT Statement

Definition

A monthly statement showing import VAT accounted for through postponed VAT accounting under an importer's EORI.

Overview

Postponed Import VAT Statement A monthly statement showing import VAT accounted for through postponed VAT accounting under an importer's EORI.

For warehouses, 3PLs, customs agents, and importers, the Postponed Import VAT Statement is the primary reconciliation document tying customs declarations to VAT reporting. It consolidates postponed import VAT amounts declared under a particular EORI for a calendar month. Operational teams use the statement to reconcile inbound receipts, ensure VAT is posted to the correct accounting period, and provide an auditable trail for tax authorities.

Key Steps In Reconciliation Workflow

  • Collect Source Documents: Gather customs entry numbers, commercial invoices, bills of lading, and WMS receipts for the period.
  • Match Entries To The Statement: Use the customs entry references on the statement to match each line to a goods receipt or vendor invoice.
  • Calculate VAT Allocation: Confirm the import VAT values per entry and aggregate for the VAT return's reporting box.
  • Post To Accounts: Post the deferred import VAT to the correct GL accounts and reconcile against the statement totals.

Systems And Data Fields To Reconcile

Successful reconciliation depends on consistent identifiers across systems. Ensure these fields are available and matched:

  • Customs Entry Number: The primary linking key between the statement and your customs/WMS records.
  • Entry Date and Arrival Date: Used to determine the VAT reporting period.
  • EORI Number: Confirm the EORI on customs entries matches the one on the statement.
  • Commodity And Value Fields: For cross-checks against commercial invoices and landed-cost calculations.

Practical Controls For Warehouses And 3PLs

  • Document Collection SLA: Contractually require carriers/customs brokers to deliver entry confirmations within a defined SLA.
  • WMS Tagging: Capture customs entry numbers and EORI when scanning inbound shipments into the warehouse management system.
  • Monthly Reconciliation Runbook: Maintain a standard operating procedure that lists owners, data sources, and steps for reconciling the monthly statement.
  • Exception Handling: Define clear processes for unmatched entries, disputed VAT amounts, and late-arriving documents.

Example Reconciliation Case

A 3PL receives 120 pallet deliveries for an importer who uses PVA. The customs broker clears the imports under the importer’s EORI. At month-end, the importer receives the Postponed Import VAT Statement listing 118 customs entry numbers (two entries are pending amendment). The 3PL matches 116 entries immediately using the WMS-tagged entry numbers, posts the corresponding import VAT into the accounting system, and flags two exceptions for the importer’s customs agent to resolve before submission of the VAT return.

Audit Trail And Record-Keeping Requirements

HMRC requires importers to retain records supporting VAT accounting. Keep a structured audit trail linking the monthly statement to customs entries, invoices, delivery receipts, and the VAT return. Retention periods follow standard VAT record rules (check current HMRC guidance), but practically retain digital copies of statements and matched documents in an indexed archive for audit readiness.

Automation Opportunities

  • API Integration: Connect customs brokerage and WMS systems to reduce manual entry of customs references.
  • Robotic Matching: Use rules-based matching to auto-link statement lines to WMS receipts and invoices.
  • ERP Posting Rules: Configure ERP systems to post deferred import VAT automatically when a matched customs entry and commercial invoice are present.

In short, the Postponed Import VAT Statement is the operational bridge between customs declarations filed under an EORI and the VAT return; warehouses and importers that standardize document capture, automate matching, and maintain rigorous exception processes will minimise reporting errors and audit risk.
