Importer BN15

Definition

The 15-character Canadian identifier combining a BN9 with an RM import program account for a commercial importer.

Overview

Importer BN15 The 15-character Canadian identifier combining a BN9 with an RM import program account for a commercial importer.

Distinguishing the Importer BN15 from the BN9 is essential for logistics teams and customs compliance. The BN9 is a general Business Number issued by the Canada Revenue Agency (CRA) that identifies a legal business entity for tax and program purposes. The BN15 extends that identifier with a program account — specifically the "RM" import/export account and its four-digit suffix — to make a full importer code that the Canada Border Services Agency (CBSA) and brokers use to link shipments to an import account.

Key Differences Between BN9 And BN15

  • Purpose: BN9: corporate/tax identity. BN15: customs/import account identity used for import releases and duty accounting.
  • Format: BN9: nine digits (e.g., 123456789). BN15: nine digits + "RM" + four digits (e.g., 123456789RM0001).
  • Use Cases: BN9 appears on tax filings and CRA correspondence; BN15 appears on customs entries, eManifests, B3 forms and broker paperwork.

When Each Identifier Applies

Operationally, warehouse managers and carriers need to know when to use each identifier:

  • Accounting/Tax: Use BN9 for GST/HST registration, payroll deductions, and tax remittances.
  • Customs Clearance: Use BN15 whenever goods cross the Canadian border or when submitting import documentation to CBSA.

Why RM Accounts Are Added To The BN9

Program accounts like RM let a single legal entity manage separate streams of activity. A large importer may hold multiple RM accounts to segregate divisions, different business units, or special trading programs. This modular account design helps with billing, audit trails and specific regulatory reporting.

How The Difference Affects Compliance And Operations

Using the BN9 where the BN15 is required or vice versa will cause administrative friction:

  • Rejection And Delays: CBSA electronic systems validate program identifiers; an absent or wrong RM suffix may reject an eManifest or delay release.
  • Liability Issues: Duties, penalties and refunds are tied to the RM account on file — using the incorrect account can misdirect liabilities.
  • Accounting Reconciliation: Import duties and GST/HST are recorded against the RM account; reconciliation requires consistent use of the BN15 across broker invoices and accounting systems.

How To Convert BN9 To BN15 For Operations

To build or confirm your BN15:

  • Confirm BN9: Take the nine-digit BN issued by CRA.
  • Confirm Program Identifier: Use "RM" for import/export activities.
  • Confirm Suffix: Use the four-digit suffix assigned by CRA for the RM account (0001 is common for the first account).

Best Practices For Systems And Documentation

Integrate BN15 handling into your technology and paperwork to avoid errors.

  • ERP/WMS Fields: Create a dedicated importer account field that stores the full 15-character string; validate format on entry.
  • EDI Templates: Ensure EDI 410/420/manifest and ASN messages include the full BN15 in the designated fields.
  • Broker Confirmation: Ask your customs broker to confirm the exact BN15 before filing the entry and keep that confirmation on file.

Practical Example

Suppose a Vancouver importer has BN9 246810121 and configures two RM accounts: 0001 for general imports and 0002 for high-value shipments. The BN15 values would be 246810121RM0001 and 246810121RM0002. When clearing a shipment, specifying the correct BN15 ensures duties and tax calculations are recorded against the intended account and prevents mixing liabilities between business lines.

In short, the Importer BN15 is the BN9 extended with an RM program account and four-digit suffix to uniquely identify an import account. Knowing when to use the BN9 versus the BN15 prevents clearance delays and ensures duties, taxes and records are assigned correctly.
