Overview

Inbound Capacity Planning is planning dock, labor, equipment, storage, and system capacity for expected inbound shipments. While that definition describes the scope, planners must also understand how inbound capacity planning differs from related disciplines such as throughput scheduling, manifest management, and outbound planning so each function can be coordinated without duplication or conflict.


At a high level, inbound capacity planning sets the resources available to accept goods; throughput scheduling sequences work on equipment or process paths to maximize flow. Both operate on similar data (POs, ASNs, carrier ETAs), but they optimize different objectives: capacity planning optimizes resource sufficiency, throughput scheduling optimizes process flow and cycle times.


Primary Differences


  • Objective: Capacity planning ensures enough doors, labor, and storage exist for forecasted receipts; throughput scheduling minimizes processing time across constrained equipment and labor.
  • Horizon: Capacity planning is often weekly to monthly and tactical (day-to-day adjustments); throughput scheduling is typically hourly to daily and execution-focused.
  • Granularity: Capacity planning models aggregated units (pallets, labor-hours); throughput scheduling operates on specific tasks and machine cycles (unload, inspect, scan, putaway).
  • Tools: Capacity planning uses resource calendars and scenario models; throughput scheduling relies on line balancing software, MES, or constrained-based scheduling modules in WMS/TMS.


Where They Overlap And How To Coordinate


Overlap occurs where inbound resources are both scarce and must be sequenced — for example, when a limited number of temperature-controlled doors must accept shipments that then flow through a single conveyor. Coordination steps:

  • Shared Inputs: Use a single source of truth (PO/ASN) for both planning functions to avoid schedule conflicts.
  • Define Handoffs: Capacity planners assign time windows and resource pools; throughput schedulers sequence tasks within those windows.
  • Escalation Rules: Agree on which function can reassign resources in real time (typically execution teams with planner notification).


When To Prioritize One Over The Other


Prioritize capacity planning when you have limited visible infrastructure or headcount and must prevent acceptance overloads (e.g., seasonal peaks, new vendor onboarding). Prioritize throughput scheduling when your facility has plenty of capacity but suffers process-level choke points (e.g., single inspection station, slow conveyor lanes) that slow total flow.


Practical Coordination Example


A 3PL receives many small LTL drops in the morning and several full-truckloads in the afternoon. Capacity planners block morning doors for small drops and reserve two afternoon doors for full trucks to prevent yard overflow. Throughput schedulers then sequence inspections and putaway to minimize travel distance for putaway crews and avoid blocking the afternoon full-truck unload. If an afternoon full truck is delayed, the capacity planner and throughput scheduler reoptimize: the full truck may be rerouted to a night slot while small drops are compressed into fewer morning dock-hours.


Integration Best Practices


  • Use a Unified Data Feed: Integrate ASN and appointment data into both planning and execution systems so both functions work from the same inputs.
  • Scenario Modeling: Run 'what-if' cases that show how shifts in arrivals impact both capacity and throughput, then codify contingency actions.
  • Feedback Loop: Capture execution metrics (actual unload times, queue lengths) to recalibrate both capacity models and throughput rules.


In short, the Inbound Capacity Planning role secures the resources needed to accept shipments while throughput scheduling arranges work so those resources are used efficiently. The best operations link both with shared data, clear handoffs, and agreed escalation rules so arrivals are both accepted and processed smoothly.
