Preventing 'No Merchandise Received' Chargebacks: Receiving Controls, Documentation, and Automation

No Merchandise Received

Definition

A claim that the retailer has no record of receiving merchandise associated with an invoice.

Overview

No Merchandise Received is a claim that the retailer has no record of receiving merchandise associated with an invoice. Preventing these claims reduces lost revenue, administrative cost, and strained supplier-retailer relationships.

Prevention combines process controls, better documentation, and targeted technology investments. The most effective programs address three weak points: the physical receiving process, transaction matching (ASN/EDI), and carrier handover. Eliminating data and physical handoffs that create ambiguity is the core objective.

Receiving Controls That Reduce Risk

  • Dock Appointments: Use scheduled appointments to ensure receiving staff are present and prepared when shipments arrive.
  • Mandatory Scan Policy: Require pallet- and carton-level scanning during receipt into the WMS; tie scans to the PO and ASN ID.
  • Inbound QA Checks: Perform quick quality checks and label verification at the dock to confirm SKU and PO matches before putaway.
  • Reject & Exception Protocol: Standardize how unlabelled or mismatched shipments are quarantined and reported.

Documentary Controls (What To Require From Suppliers And Carriers)

  • Advance Ship Notice (ASN): Require ASN/EDI 856 with pallet/carton breakdown and SSCC labels for automated matching.
  • Electronic Invoicing: Use EDI 810 or standardized invoice portals so AP can perform automated three-way matches (PO, ASN, invoice).
  • Carrier POD & Telematics: Require electronic POD submissions and, for high-value shipments, telematics or geofencing confirmation of delivery.

Technology That Lowers Exceptions

Modern WMS and TMS systems can automate matching between ASN, receiving scans, and invoices. Implement scan-to-PO logic so that when a pallet is scanned, the WMS immediately confirms it against the PO and ASN. Integrate carrier portals or APIs to ingest PODs automatically and flag any inbound that lacks POD within a configurable window.

Operational Training And KPI Design

  • Receiver Training: Train dock staff on scanning discipline, label handling, and exception reporting with short refresher sessions tied to KPI performance.
  • KPI Focus: Track metrics such as % of shipments with successful ASN match, receiving scan accuracy, and exception resolution time.
  • Root Cause Review: Hold weekly exception reviews to identify recurring causes (labeling, carrier, supplier packing) and close the loop with suppliers.

Contractual And Commercial Levers

Include clear chargeback rules and evidence requirements in vendor contracts: define what constitutes acceptable POD, the timeframe for disputing 'No Merchandise Received' claims, and the resolution process. Where appropriate, use financial incentives for high compliance (better payment terms) or penalties for repeated failures. Ensure the contract aligns with your operational reality—overly strict evidence rules often lead to unnecessary disputes and friction.

Practical Implementation Roadmap

  • Short Term (30–90 days): Enforce dock appointment policy, require ASN on critical POs, and standardize a single dispute email/portal.
  • Medium Term (3–9 months): Roll out mandatory pallet/carton scanning, integrate carrier POD ingestion, and train receiving teams.
  • Long Term (9–18 months): Integrate WMS/TMS/AP for automated three-way matching, introduce SSCC/GS1 labeling where absent, and run supplier performance programs.

In short, the No Merchandise Received claim is reduced by closing gaps between physical handling and transactional evidence: disciplined dock procedures, mandatory scanning, ASN and POD integration, and contractual clarity. These controls lower dispute volume, accelerate payment, and improve inventory accuracy.
