QST Registration

Definition

Registration with Revenu Québec to collect and remit Quebec Sales Tax where required.

Overview

QST Registration is registration with Revenu Québec to collect and remit Quebec Sales Tax where required. Understanding how QST interacts with federal GST/HST obligations is essential for businesses that make taxable supplies in multiple Canadian provinces or sell cross-border from the United States.

How QST And GST/HST Differ

QST is Quebec’s provincial value-added tax administered by Revenu Québec, while GST/HST is a federal consumption tax administered by the Canada Revenue Agency (CRA). They are separate registries: businesses may need a QST account with Revenu Québec and a GST/HST account with CRA depending on where they make supplies and who the customers are.

When Both Apply

In many transactions to Quebec consumers both QST and GST (or HST, where applicable) are collected. Retailers should determine the tax treatment of each sale: whether it is taxable in Quebec and federally, zero-rated (exports) or exempt. The rules for filing, reporting periods and remittance differ between Revenu Québec and CRA.

Registration Triggers And Timing

Registration triggers are set by each authority and can include thresholds based on taxable supplies, carrying on business in a jurisdiction, or making certain identified supplies. If your business meets the criteria set by Revenu Québec for registration, you must register for QST even if you are already registered for GST/HST with CRA.

Practical Differences That Affect Operations

  • Reporting Systems: Revenu Québec uses its own return formats and schedules; CRA filings are separate.
  • Registration Numbers: You receive a separate QST registration number from Revenu Québec; use it on QST invoices.
  • Rates And Rules: Rate structures and specific exemptions can differ between provincial and federal systems; apply both rules where relevant.

Who Pays Which Tax

End consumers pay the combined tax at point of sale (if both taxes apply), but businesses are responsible for charging the correct tax, filing returns to the correct authority, and remitting funds. For B2B customers, valid QST invoices are needed for input tax credits claimed under Quebec rules.

Practical Example

A U.S. software vendor selling subscriptions to customers in Quebec often must collect GST (federal) and QST (provincial) on taxable sales. The vendor registers with CRA for GST/HST and with Revenu Québec for QST, charges the proper taxes at checkout, issues invoices reflecting both registrations, and files separate returns to each authority.

Operational Tips

  • Map Taxation Points: Establish where sales are sourced and delivered to determine which taxes apply.
  • Separate Filing Calendars: Track filing deadlines separately for CRA and Revenu Québec to avoid penalties.
  • Invoice Correctly: Show QST registration number and separate tax amounts to support customer claims for credits.
  • Seek Clarification: When in doubt about dual obligations, consult Revenu Québec, CRA, or a tax advisor with cross-jurisdictional experience.

In short, the QST Registration requirement is distinct from federal GST/HST registration: both can apply to the same sale, but they are administered separately and carry separate filing and compliance responsibilities.
