What Is BRCGS Agents and Brokers Certification? A Practical Guide

Definition

Certification for businesses that buy, sell, or facilitate trade in food, packaging, or consumer products without directly manufacturing them.

Overview

BRCGS Agents and Brokers Certification is a third-party certification for businesses that buy, sell, or facilitate trade in food, packaging, or consumer products without directly manufacturing them. The scheme defines the requirements agents, brokers, distributors and traders must meet to demonstrate consistent product integrity, traceability and legal compliance while operating outside of direct production.

Organizations that act as intermediaries — arranging imports/exports, consolidating product from multiple suppliers, or acting as the contractual seller without physical manufacture — use this certification to show customers and regulators they manage food safety, product authenticity and chain-of-custody risks. The standard is risk-based and scoped specifically to activities where there is no transformational processing of product by the certificated organization.

Who The Certification Applies To

The scheme covers a range of non-manufacturing roles including agents, brokers, trading companies, wholesalers, distributors and third-party sales offices. Typical examples:

  • Agent: An entity that arranges sales on behalf of a manufacturer, taking orders and handling logistics but not altering the product.
  • Broker: A business that connects buyers and sellers, manages paperwork, and may arrange transport and storage.
  • Distributor/Wholesaler: A company that buys and resells product without production processes, often consolidating goods from many suppliers.

What The Standard Covers

The Agents and Brokers standard focuses on management systems that reduce risks relevant to non-manufacturing activities. Key elements typically include supplier approval, documentary traceability, product authenticity controls, contractual traceability, withdrawal and recall procedures, and procedures for handling customer complaints and non-conforming product.

  • Supplier Approval: Written criteria and records showing supplier competence and agreed product specifications.
  • Traceability: Documentary systems to trace product back to source and forward to the next business partner.
  • Product Integrity: Checks for authenticity, labelling, storage conditions and tamper evidence when applicable.
  • Recall/Withdrawal: Tested procedures to execute fast, effective withdrawals based on documentary trace data.

How Certification Is Assessed

Certification is achieved through an independent audit by an approved certification body against the published Agents and Brokers standard. Audits verify documented procedures, records and their implementation. Because the scope excludes manufacturing, auditors concentrate on contract review, paperwork, traceability testing (paper or electronic), storage/transport arrangements, and management of third-party suppliers.

  • Stage 1 Audit: Desktop review of the management system and readiness for certification.
  • Stage 2 Audit: On-site or virtual assessment that tests recordkeeping, trace exercises and implementation.
  • Surveillance: Annual audits to verify continued compliance and corrective action management.

Why It Matters For Trade

For companies that trade food and related products without manufacture, this certification reduces commercial friction. Retailers, brand owners and importers often require third-party assurance from intermediaries to satisfy their own food-safety policies and regulatory expectations. Certification helps protect reputation, simplifies supplier onboarding and can reduce the frequency of buyer audits.

Cost And Scope Considerations

Cost depends on company size, complexity of supply chains, and the number of locations included in scope. Factors that increase audit time and cost include multiple product categories, many suppliers, cross-border trade, and outsourced storage or transport functions. Certification bodies will provide quotes based on documented scope and estimated audit days.

Practical Example

A U.S. import broker consolidates dry ingredients from five EU suppliers and arranges shipment to multiple U.S. food manufacturers. With BRCGS Agents and Brokers Certification, the broker maintains approved-supplier files, performs documentary authenticity checks on supplier declarations, runs monthly traceability exercises across purchase orders and bills of lading, and documents tested recall procedures that involve notifying customers and stopping shipments. The result: faster onboarding with large manufacturers that require third-party certification for all trading partners.

Tips For Getting Started

  • Gap Analysis: Conduct a documented gap analysis against the standard to prioritize changes.
  • Document Traceability: Ensure electronic or physical trace records link purchase orders to invoices and shipping documents.
  • Supplier Files: Keep up-to-date supplier agreements, specifications, and evidence of supplier verification.
  • Test Recalls: Run at least one trace-and-recall exercise before the formal audit.

In short, the BRCGS Agents and Brokers Certification gives non-manufacturing trading partners a focused, auditable framework to control product integrity, meet buyer expectations and reduce supply-chain risk.
