What Is a Cosmetic Product Information File (PIF) Under EU Law?

Definition

The technical and safety file maintained for an EU cosmetic product by the responsible person.

Overview

Cosmetic Product Information File (PIF) The technical and safety file maintained for an EU cosmetic product by the responsible person. The PIF is a collection of documents that demonstrates a cosmetic product’s compliance with Regulation (EC) No 1223/2009 and provides the technical, safety and regulatory evidence a product can be lawfully placed on the EU market.

The PIF is retained by the product’s responsible person and must be readily available to competent authorities in the EU for inspection. It is not a one-off document but a maintained file that covers formulation, safety assessment, manufacturing details, labeling and evidence supporting claims. For manufacturers, brand owners and exporters, understanding the PIF’s required contents and how it is organised reduces the risk of regulatory action, shipment delays, or product recalls.

What The PIF Typically Covers

The file’s exact contents are set out in Article 11 and Annex I of the EU cosmetics regulation; common elements include:

  • Product Description: Identification of the product and its intended use, including labelling and packaging variants.
  • Cosmetic Product Safety Report (CPSR): A safety assessment prepared by a qualified safety assessor with the required scientific qualifications.
  • Manufacturing Method And GMP Evidence: Description of manufacturing processes and confirmation that Good Manufacturing Practice (GMP) is applied.
  • Proof Of Compliance With Ingredient Restrictions: Evidence demonstrating compliance with banned or restricted substances and their concentration limits.
  • Product Labeling And Claims Evidence: Labels and substantiation for any claims (e.g., hypoallergenic, organic), including test reports where relevant.

Why The PIF Matters To Logistics And Retail

For warehouses, carriers and retailers the PIF is the documentary backbone of market authorisation. Inspecting authorities may request the PIF during market surveillance or following a consumer complaint. Non-compliance can result in product seizures, recalls, or fines — events that disrupt supply chains and inventory plans. Carriers handling outbound EU shipments must ensure shippers know who the responsible person is and that the PIF is accessible.

How The PIF Varies By Product And Role

The PIF content varies with the product’s risk profile (e.g., rinse-off vs. leave-on) and claims. A lotion with a preservative system and fragrance will need more toxicological and stability data than a simple soap bar. Responsible persons may be the manufacturer established in the EU, an importer, or an appointed EU-based representative for non-EU brands; the choice affects where the PIF is held and who answers regulatory queries.

Who Is Responsible And What They Must Do

  • Responsible Person: Must compile and maintain the PIF, ensure the product is safe, and make the file available to EU authorities.
  • Safety Assessor: A qualified professional who prepares the CPSR and declares the product safe under the intended conditions of use.
  • Manufacturer/Brand Owner: Provide accurate formulation data, manufacturing evidence, and claim substantiation to support the PIF.

Practical Example For A US Brand Exporting To The EU

A US skincare brand appoints an EU-based responsible person. The responsible person holds the PIF, which includes formulation records supplied by the US lab, a CPSR from a qualified toxicologist, batch manufacturing records demonstrating GMP, stability test reports supporting shelf life, and labels in relevant EU languages. If an EU authority inspects, the responsible person provides the PIF within the requested timeframe, avoiding administrative enforcement.

Tips For Maintaining A Compliant PIF

  • Organise Electronically: Use a controlled, versioned document repository and back up files in case of inspection requests.
  • Keep Data Current: Update the PIF when formulas, suppliers, or labels change; keep revision dates visible.
  • Document Supplier Declarations: Obtain technical data and safety-related declarations from raw material suppliers to support compliance claims.
  • Plan For Inspections: Ensure the responsible person or their representative can provide the PIF within the timeframe set by national authorities.

In short, the Cosmetic Product Information File (PIF) is the formal technical and safety dossier that proves an EU cosmetic product meets regulatory requirements; maintaining it correctly protects market access and prevents costly supply-chain disruptions.
