The CRA program account used by employers for payroll withholding and remittance obligations.

Overview

Payroll Deductions Account (RP) is the CRA program account used by employers for payroll withholding and remittance obligations. It ties an employer's payroll responsibilities to their Business Number and identifies the payroll program when you make remittances, file payroll returns, and receive correspondence from the Canada Revenue Agency.

The account is not a separate tax; it is the administrative channel through which employers report and remit income tax withholdings, Canada Pension Plan contributions, and Employment Insurance premiums for their employees. The CRA issues or links the payroll program account to your Business Number so the agency can track amounts you withhold, your remittance history, and filing compliance.

How The Program Account Is Structured

The payroll account uses your Business Number (a nine-digit base identifier) plus a program identifier and four-digit reference (for example: 123456789RP0001). That suffix tells CRA that transactions and reports under this identifier are payroll-related rather than GST/HST or corporate income tax. When you register a new business or add payroll to an existing Business Number, the CRA creates or activates the RP program account.

What The Account Covers

  • Withholding Obligations: Employee income tax, CPP contributions, and EI premiums withheld at source.
  • Employer Contributions: Employer CPP and EI portions and any other payroll-related employer-side remittances.
  • Reporting: Filing requirements such as T4 slips, T4 summaries and payroll remittances using the RP account reference.

Why It Matters To Employers

Using the correct payroll program account ensures remittances are credited properly to your account and prevents misapplied payments or penalties. The RP account is the tracking point for CRA when assessing missed remittances, late-filing penalties, or audit queries related to payroll withholding. It also separates payroll activity from other business taxes under the same Business Number, simplifying reconciliation and record-keeping.

How Remittances And Filings Are Linked

Every remittance, electronic payment, and payroll return you submit should reference your Business Number plus the RP program identifier so the CRA allocates the funds and reports correctly. Online services (My Business Account, financial institution remittance screens, or third-party payroll software) typically require the full Business Number and RP suffix to validate the payment. Paper forms and slips show the same program account reference.

Who Is Responsible And When

Employers are responsible for registering for an RP account when they start paying employees or contracting workers where source deductions apply. Responsibility includes setting up accurate payroll calculations, withholding the required amounts, remitting them to CRA on the required schedule, and preparing year-end slips. The remittance frequency and filing deadlines are set by CRA based on your payroll activity and remittance history.

Practical Example

Imagine a small distribution company that hires warehouse staff. When the company registers for a Business Number it adds a payroll program account (RP). Each pay period the employer calculates tax, CPP, and EI withholdings, then submits a remittance referencing 123456789RP0001. At year-end the employer files T4 slips associated with the same RP account so employees’ income and contributions are properly recorded with CRA.

Tips For Managing Your RP Account

  • Confirm Your Identifier: Verify you are using the Business Number plus RP suffix on all payroll payments and filings.
  • Use Electronic Services: Enrol in My Business Account and electronic payments to reduce processing errors and improve traceability.
  • Reconcile Regularly: Match payroll register totals to remittances and CRA statements to catch misapplied payments early.
  • Keep Records: Retain payroll registers, remittance confirmations, and correspondence for the required retention period in case CRA queries arise.

In short, the Payroll Deductions Account (RP) is the CRA program account that centralizes an employer’s payroll withholding, remittance, and reporting activity under their Business Number, and proper use of the RP identifier prevents misapplied payments, simplifies reconciliation, and ensures compliance with payroll obligations.
