Ship as Complete Set: Receiving And Inspection Checklist For Warehouses
Ship as Complete Set
Definition
A marking indicating that multiple packages or components belong together and should move as one complete shipment.
Overview
Ship as Complete Set A marking indicating that multiple packages or components belong together and should move as one complete shipment. In a receiving context this designation tells the dock team, quality inspectors, and the warehouse management system that the goods are not complete until all pieces arrive and that partial acceptance may be inappropriate without further instruction.
When a shipment arrives with a Ship as Complete Set marking, the warehouse must change its default receiving flow: treat the delivery as a grouped consignment rather than independent cartons. That affects counting, inspection, putaway, billing, and customer notifications. Common examples include furniture sold in multi-carton kits, serialized machine parts shipped across several boxes, and promotional bundles where missing items make the set unsellable.
Initial Receiving Steps
Begin with a visual verification at the dock and isolate the packages labeled as part of the complete set. Record the carrier's number, shipment ID, and the shipper’s packing list reference before breaking any outer packaging. Use a hold location or quarantine staging area to prevent inadvertent putaway or picking of incomplete components.
Documentation To Match
- Packing List / Bill Of Lading: Verify that the packing list shows the total number of cartons, package IDs, or SSCCs that make up the set.
- Purchase Order / Sales Order: Match the PO/SO line items to set components — note backorders or substitutions.
- Serial Numbers / Lot Codes: Confirm serial or lot control where applicable; incomplete serial sequences indicate missing pieces.
Count And Inspect Procedures
Count each carton and reconcile the count to the documents. Perform a risk-based inspection: visual check for damage, confirmation of contents for high-value items, and functional test for electronics if required. Record findings in the WMS using a dedicated receiving transaction type that marks the set as "incomplete" until all components are received and cleared.
How To Handle Partial Arrivals
If only part of the set arrives, label the receipt transaction as partial and notify procurement, the shipper, and the customer as appropriate. Create an exception ticket with these details: which components are missing, carrier information, expected arrival of outstanding cartons (if known), and any customer-impact assessment. Do not commingle received components into normal inventory until the set is complete or an approved disposition is recorded.
Inventory And WMS Configuration Tips
- Receiving Status Flags: Implement a "complete set pending" status to prevent allocation to orders or automated replenishment triggers.
- SSCC And Container-Level Tracking: Use the Serial Shipping Container Code or similar container ID to tie cartons together in the WMS.
- Automated Alerts: Configure alerts for partial receipts that trigger stakeholder workflows (supplier claims, customer notifications, or expedited reorder).
Billing, Claims, And Carrier Coordination
Do not authorize invoicing for a complete set until all components are accepted or the buyer and supplier agree to partial invoicing. If damage is found or cartons are missing, document photographic evidence, retain all packaging, and open a carrier claim promptly. Use timestamps and signed delivery records to support claims; if the carrier delivered fewer cartons than the BOL indicates, file against the carrier with the signed POD and photos.
Practical Example
A furniture wholesaler receives a 4-carton sofa set marked "Ship as Complete Set." Only three cartons arrive. The receiving clerk places the three cartons in a quarantine zone, logs a partial receipt in the WMS, notifies purchasing and customer service, and creates a carrier claim after photographing the dock. The WMS prevents those three cartons from being sold or moved to general inventory until the fourth carton arrives and is reconciled.
In short, the Ship as Complete Set marking changes receiving from a routine count-and-putaway task into a controlled exception process: isolate the shipment, match documentation, log partial receipts, prevent premature allocation, and coordinate claims and communications until the set is complete.
