In procurement and technical evaluation you will commonly compare a TMS with Computer-Assisted Translation (CAT) tools; understanding the difference helps decide which solution—or combination—fits your team's needs.


Defining The Two Categories


CAT tools are desktop or cloud-based editors that offer translators translation memory, concordance search, segmentation, and sometimes simple terminology support. A TMS is an orchestration layer: it handles project management, workflow automation, vendor management, file handling, analytics, and system integrations across many projects and languages. Organizations often pair them: the TMS manages projects and pushes segments to translators who work in CAT editors.

Best practice is to use the TMS as the single source of truth for translation memory and glossaries while allowing translators to work in their preferred CAT tool via connectors or XLIFF exchange. That preserves productivity while keeping project metadata and approvals centralized.


Cost And Vendor Considerations


Licensing models vary: CAT tools are often licensed per-seat, while TMS platforms use subscription tiers based on users, languages, or content volume. Evaluate total cost including integration work, translator training, and maintenance. Also consider vendor support for enterprise needs (SLA, security certifications, and customization) and the availability of pre-built integrations for your primary systems.
