Tendering expectations change across road, intermodal, LTL, FTL, and air/sea. LTL carriers often use standardized pickup windows and freight class rules, while FTL tendering may negotiate specific appointment times and trailer types. International ocean or air shipments typically tie tendering to pre-carriage and documentation timelines, where missed tenders can cause missed vessel cutoffs or demurrage.

The shipper (or their 3PL) issues the tender; the carrier (or carrier’s dispatcher) accepts or rejects. Payment terms and liability remain a contractual matter: the tender contains operational details but the carrier contract governs rates, detention, layover, and accessorial charges. Brokers and freight marketplaces often mediate tenders and may manage acceptance workflows on behalf of shippers.

A regional food distributor uses a TMS to tender full truckloads to a pool of contracted carriers. The TMS sends an EDI 204 to the carriers’ dispatch systems. One carrier accepts and returns an EDI 990 (response/acceptance). The TMS updates the load status, books a dock appointment, and notifies the warehouse to stage pallets for the scheduled pickup. If the initial carrier rejects, the TMS automatically re-tenders to the next carrier in the queue.

  • Standardize Load Data: Include precise cubic feet, weight, pallet patterns, accessorials, and hazmat information so carriers can decide quickly.

  • Maintain Carrier Scorecards: Track acceptance rates, on-time pickups, and detention to refine carrier pools.
  • Use Tiered Tendering: Send to preferred carriers first, then cascade to backups to preserve relationships and rate stability.
