On-Time Delivery is both a customer-experience indicator and an operational KPI. Retailers, manufacturers, carriers, and 3PLs use it to judge reliability, set contract terms, and trigger penalties or bonuses in service-level agreements (SLAs). Measuring it consistently requires a clear definition of the delivery window and agreed data sources for timestamps.


How On-Time Delivery Is Typically Measured


Measurement starts by defining two things: the scheduled delivery window (for example, 9–11 a.m. on May 15) and the event that marks delivery completion (signed proof-of-delivery, electronic confirmation, or scan). The basic measurement is binary — delivered on-time or not. Organizations commonly roll those binary outcomes into a percentage for a period (day, week, month):

Last-mile residential deliveries commonly use AM/PM or narrow hour slots, which increases the operational challenge.

Standard measures exclude causes outside carrier control (severe weather, natural disasters, force majeure). Many contracts also allow excused delays for customs holdups on international freight. It’s critical to document exceptions in the SLA to avoid disputes over performance reporting.

Multiple stakeholders monitor OT performance: shippers track carrier adherence; carriers monitor driver and routing performance; warehouse managers check cut-off times and dispatch accuracy. Procurement and operations teams use OT trends in carrier scorecards and contract negotiations.


Data Sources And Technology


Reliable OT measurement requires synchronized timestamps from the same source of truth. Common sources include telematics vehicle logs, handheld scanner PODs, TMS/EDI messages, and carrier APIs. Integrating WMS and TMS timestamps reduces discrepancies between pickup, departure, and delivery events.


Practical Example


A national retailer defines a two-hour delivery window for store shipments. The carrier must obtain an electronic POD timestamp between window start and window end. For June, the carrier executed 4,800 store deliveries; 4,320 were within the window. The On-Time Delivery % = (4,320 / 4,800) × 100 = 90%.


Improving Measurement Accuracy


  • Standardize Timestamps: Use a single, agreed timestamp source (carrier API or EDI) to avoid reconciliation issues.
  • Define Edge Cases: Clarify how missed windows, early deliveries, and re-deliveries count.
  • Automate Reporting: Feed POD and scan data into dashboards that show rolling OT trends by lane, carrier, and SKU.


How On-Time Delivery Ties To Commercial Terms


OT performance frequently impacts carrier payment and penalties. Contracts commonly include minimum OT thresholds (for example, 95% monthly) tied to performance rebates or additional fees. Both sides should agree on measurement methods and data reconciliation steps before disputes arise.
