Surge capacity is not an indefinite expansion of operations; it’s a tactical, often short-term response. Typical manifestations include pop-up storage in nearby warehouses, additional shifts staffed with temporary labor, rented trailers for overflow staging, or purchased extra freight space with carriers. The goal is to maintain service levels—order fill rate, on-time shipment, and customer delivery windows—without permanently increasing fixed overhead.
