Case-Level Picking vs. Breaking Bulk: Warehouse Strategies for Master Carton Handling

Overview
Master case handling is the process of receiving, storing, picking, shipping, or opening the outer shipping case that contains multiple sellable units or inner packs. In a fulfillment center, the key decision is whether to ship the full master case as one handling unit or break it open so workers can pick individual units from inside. That choice affects labor, storage density, pick speed, packaging, inventory accuracy, and the layout of the warehouse floor.
Case-level picking is usually faster because the picker touches one carton instead of several individual eaches. Breaking bulk, also called case breaking or each picking, gives the warehouse flexibility to fulfill smaller orders but adds labor and increases the chance of unit-level errors. Most operations use both methods, with full master cases moving from reserve storage for wholesale or high-volume orders and broken cases feeding forward pick locations for direct-to-consumer, retail replenishment, or mixed-SKU orders.
What Case-Level Picking Means
Case-level picking means the warehouse picks the full master case without opening it. If a master case contains 24 bottles, 12 inner packs, or 6 retail cartons, the picker moves the entire outer case to packing, staging, or shipping. The warehouse may apply a shipping label directly to the master case if the carton is strong enough and meets carrier or customer requirements.
This workflow is common in business-to-business distribution, retail replenishment, wholesale shipping, club-store fulfillment, and high-volume e-commerce SKUs. For example, a retailer may order ten master cases of a single cleaning product. The most efficient process is to pick those ten cases from a pallet, scan each case or license plate, and stage them for outbound loading.
Case-level picking reduces touches. One worker can move more sellable units per hour because each pick contains many units. It also preserves the vendor packaging, which can help protect the product and simplify count verification.
What Breaking Bulk Means
Breaking bulk means opening the master case and picking fewer than the full case quantity. If an order requires two units from a master case of 24, a worker opens the carton, removes two units, and leaves the remaining 22 units in a pick location or transfers them to another storage container. This is typical in e-commerce fulfillment, subscription box assembly, spare parts operations, and stores that replenish in small quantities.
The advantage is order flexibility. A fulfillment center can serve customers who buy one unit at a time without forcing them to purchase a full case. The tradeoff is added handling. Someone must cut open the carton, verify the units, pick the requested quantity, maintain accurate remaining inventory, and often repackage the item for shipment.
Breaking bulk also changes the inventory control method. A sealed master case may be counted as one case with a known case pack quantity. Once opened, the warehouse must track the remaining eaches, inner packs, or partial case quantity accurately in the WMS.
Why The Decision Matters Operationally
The choice between full-case picking and breaking bulk is one of the most practical cost decisions in a warehouse. Labor is usually the largest variable cost in fulfillment, and each picking is labor-intensive. A picker who can move 80 master cases per hour may be moving hundreds or thousands of sellable units. The same worker picking individual items may complete far fewer units per hour, especially if orders are spread across many SKUs.
Storage density is the other major factor. Sealed master cases stack well on pallets, in reserve racking, or in carton flow lanes designed for case quantities. Broken cases take more space per unit because they need accessible pick faces, totes, bins, dividers, or shelving. A warehouse that breaks too many cases too early may reduce its storage density and create congestion in forward pick areas.
Inventory accuracy can also suffer when the strategy is unclear. If workers open cases informally, the system may show a full case even though some eaches have been removed. Good master case handling requires clear scan points, unit-of-measure controls, and replenishment rules.
Common Master Case Workflows
- Full Case To Customer: The master case is received, stored, picked, labeled, and shipped without being opened. This is the lowest-touch method when order quantities match case pack quantities.
- Reserve Case To Forward Pick: Full master cases are stored in reserve locations, then moved to forward pick locations when each-level inventory runs low. Workers open the case only when it reaches the active pick face.
- Case Pick With Exception Eaches: The warehouse picks full cases whenever possible and breaks only the remaining quantity. For an order of 50 units from a 24-unit case pack, workers may pick two full cases and two individual units.
- Pre-Break For High Velocity SKUs: Fast-moving SKUs are opened in advance and stocked in each-pick locations so pickers are not delayed by cutting cartons during order selection.
- Value-Added Repack: The warehouse opens master cases to relabel, bundle, kit, inspect, or repackage units before sale or shipment.
Slotting Strategy For Master Cases
Slotting is where master case strategy becomes visible on the warehouse floor. Full master cases should be stored where they can be moved efficiently by pallet jack, forklift, conveyor, or cart. Heavy or high-volume case-pick SKUs often belong in lower rack levels, carton flow, or pallet flow positions near shipping lanes. Slow-moving cases may stay in reserve racking to protect prime space.
Each-pick SKUs need a different layout. The forward pick location should place open units at an ergonomic height and in a location that reduces walking. The warehouse may use shelves, bin locations, carton flow lanes, or pick modules. If a SKU sells both by the case and by the each, it may need two locations: one reserve or case-pick location for sealed master cases and one forward pick location for open inventory.
Slotting decisions should be driven by velocity, cube, case pack quantity, order profile, and replenishment frequency. A bulky SKU with a 48-unit case pack may not belong in a small bin even if each demand is high. A compact SKU with steady each demand may be ideal for a dense forward pick location fed by unopened master cases from reserve.
Balancing Labor Cost And Storage Density
A good rule is to keep inventory in the largest practical unit of measure for as long as possible, then break it only when demand requires smaller quantities. This protects storage density and reduces unnecessary touches. However, waiting too long to break cases can slow down picking if workers must open cartons repeatedly during live order fulfillment.
The balance depends on order patterns. If most customers buy full cases, case-level picking should dominate. If most customers buy one or two units, each-pick locations should be replenished before the pick wave begins. If demand is mixed, the WMS should guide workers to pick full cases first, then pick remaining units from the forward location.
Warehouses should also consider packaging cost. A full master case may already be shippable, while individual units may require dunnage, cartons, envelopes, void fill, or protective wraps. Breaking bulk can increase outbound packaging expense, especially for fragile, liquid, or high-value goods.
How WMS Rules Support The Process
A warehouse management system should recognize the relationship between eaches, inner packs, and master cases. The system needs accurate case pack quantities, dimensions, weights, barcodes, and unit-of-measure conversions. Without that data, workers may pick the wrong quantity or replenish the wrong location.
Common WMS rules include full-case allocation, each-pick allocation, replenishment triggers, minimum and maximum forward pick quantities, and directed putaway. For example, when an order calls for 72 units and the master case quantity is 24, the WMS can allocate three full cases instead of 72 each picks. If an order calls for 26 units, it can allocate one full case and two eaches.
Scanning is critical. Workers should scan the location and the case or SKU barcode before picking. When a master case is opened, the system should convert inventory from case quantity to each quantity or update the remaining units in the open case location.
Practical Example
Consider a fulfillment center shipping protein bars. Each master case contains 12 retail boxes, and each retail box contains 6 bars. Wholesale orders usually request full master cases, while e-commerce customers order single retail boxes. The warehouse stores sealed master cases in reserve pallet rack and keeps open retail boxes in a forward pick aisle.
When a wholesale order arrives for 20 master cases, the WMS directs a case picker to the reserve location. The cases are picked, palletized, wrapped, and staged for LTL pickup. No worker opens the cartons, so labor per retail box is low.
When direct-to-consumer orders arrive, the WMS sends each pickers to the forward location. Replenishment workers bring sealed master cases from reserve, open them, and restock the pick face with retail boxes. This prevents each pickers from wasting time opening cartons and keeps fast-moving units close to the packing stations.
Best Practices For Master Case Handling
- Define Unit Of Measure Rules: Make sure every SKU has correct each, inner pack, and master case quantities in the WMS.
- Pick Full Cases First: Configure allocation logic to use sealed master cases whenever the order quantity supports it.
- Protect Forward Pick Space: Use forward locations for SKUs with real each-level demand, not for every item in the building.
- Set Replenishment Triggers: Replenish open pick faces before they run empty, especially before waves, carrier cutoffs, or peak periods.
- Track Open Cases Carefully: Use scans, cycle counts, and clear location discipline so partial cases do not create inventory errors.
- Review Order Profiles Regularly: A SKU that once sold by the each may shift to full-case demand, or the reverse, depending on customer mix.
In short, the master case is more than packaging; it is an operational decision point. Warehouses that pick full cases when demand allows and break bulk only where it improves service can reduce labor, preserve storage density, improve accuracy, and keep fulfillment workflows moving efficiently.
