Assess road quality to border crossings, proximity to major ports, availability of regional carriers, and cross-border permit processes. Model total landed cost including drayage, customs handling, and average transit variability.

Verify racking density, clear ceiling height, pallet and carton flow capability, cold-chain if needed, security systems, WMS features (lot/serial control, API/EDI integrations), pick/pack accuracy processes, kitting, labeling, and reverse logistics capacity for returns.

Confirm 3PL experience with customs clearance, transit permits, export documentation, bonded storage options, and any local licensing. Understand inspection regimes at borders, required certificates for regulated goods, and the 3PL's relationships with freight forwarders and customs brokers.
